Justin Windschitl
U.S. Chief Risk Officer, BMO
Justin Windschitl serves as the U.S. Chief Risk Officer for BMO Financial Corporation, the U.S. subsidiary of BMO Financial Group. In this role, he provides independent oversight to help ensure that BMO’s U.S. operations effectively identify and manage risk. He is a member of BMO’s U.S. Management Committee.

Justin joined BMO in 2025, bringing more than 20 years of distinguished experience as a senior risk executive. His expertise spans a wide spectrum of risk areas, including compliance, operational, reputational, market, and credit risks. Known for his commitment to leadership development and his strength in building trusted relationships, Justin has held several key roles at U.S. Bank, including Executive Vice-President and Chief Risk Officer for the Consumer & Business Banking division. He also served as the organization’s Senior Vice-President and Total Rewards Executive in Human Resources, and earlier, as Vice-President and Director of Business Line Compliance Testing within the Risk Management & Compliance function. Earlier in his career, Justin worked as an external regulator with the Federal Reserve, focusing on Large Complex Banking Organizations.

Justin is deeply engaged in community and educational initiatives. He is a member of the Itasca Project, a cross-sector alliance dedicated to advancing economic vitality and quality of life in Minnesota. He serves on the curriculum advisory board for the University of St. Thomas School of Law, where he helps shape advanced degree programs in compliance and ethical leadership and mentors law students. He also serves as a board member and Finance Committee Chair for the Saint Paul Chamber Orchestra and chairs the Finance Committee for Copper Street Brass, a nonprofit dedicated to music education in underserved communities.

Justin holds a Juris Doctor from the University of St. Thomas School of Law and a Bachelor of Arts in Music and English from St. Olaf College in Minnesota.
